Spring Street Climate Fund runs and wins high-impact campaigns for scalable climate policy solutions in New York State. We focus on these priority areas:

Tenants for Healthy Homes

  • We are tenants joining together to advocate for homes that are comfortable, safe, efficient, and affordable.

    • Win a dedicated 311 reporting category for required upgrades in rent-stabilized buildings

    • Enforce Local Law 97 to deliver safer, more comfortable homes

    • Win a right to cooling and guaranteed access to air conditioning

  • Across New York, too many tenants live with dangerous temperatures, drafty windows that drive up utility bills, and summer heat that makes their homes unsafe. We organize tenants to demand better building conditions and stronger enforcement of existing laws. We are advancing policies that ensure building upgrades deliver real improvements in comfort, health, and lower costs for New York’s renters.

Green Co-op Council

  • We are co-op shareholders advocating for policies to green our homes, protect our environment, and save money.

    • Extend and expand the J-51 green retrofit tax break

    • Legalize balcony solar in New York

    • Win a “Bucks for Boilers” program to help fund building upgrades

  • Last year, the Green Co-op Council helped pass J-51, a property tax break that helps affordable co-ops and rental buildings decarbonize and comply with Local Law 97. Now, up to 200,000 families can afford upgrades that cut emissions, lower energy use, and modernize their homes. We are fighting to extend and expand J-51 so more buildings can benefit. We organize co-op owners to win policies that make these upgrades possible and ensure they pencil out for everyday New Yorkers.

Utility Customers Association

  • We are utility customers fighting to make energy more affordable and sustainable for New Yorkers, now and in the long term.

    • Win Intro 354 in the New York City Council to accelerate battery storage

    • Push utilities to remove barriers to battery deployment

    • Defend pro-storage policy at the state level

  • Too often, utility customers are used to justify keeping an expensive and outdated energy system in place. We organize ratepayers to fight for lower costs and clean energy that reduces bills. We are advancing policies that replace costly gas infrastructure with cheaper, more reliable clean energy.

Clean Rides

  • A transportation system that is clean, affordable, and accessible to all New Yorkers.

    • Expand access to electric vehicles, including used EV rebates and sales tax exemptions

    • Reduce transportation costs for working families while lowering emissions

    • Support equitable investment in clean transportation infrastructure across New York

  • Spring Street is a steering committee member of New Yorkers for Transportation Equity, a coalition advancing policies that make clean transportation more affordable and accessible. We work with partners to win major investments in transit, electrification, and active transportation as part of New York’s long-term climate strategy.

Energy
Affordability Agenda

  • A climate agenda that lowers energy costs and delivers tangible benefits for New Yorkers.

    • Win policies that reduce energy bills in the near term while building a cleaner, more affordable system

    • Scale distributed energy resources, including rooftop and community solar, battery storage, and virtual power plants

    • Align state policy, funding, and regulation around affordability and consumer benefits

  • Spring Street is developing and advancing a coordinated statewide policy agenda that makes climate action synonymous with lower costs and better daily life. We are working with partners and policymakers to move concrete proposals through legislation, budget negotiations, and public campaigns, turning this agenda into real policy wins.
